Evans Street Sewer Reconfiguration
Project Highlights
This $5 million dollar project focuses on reconfiguring the existing flow regulator structure to improve sewer hydraulics, improve ease of maintenance and increase system capacity, ultimately reducing the frequency of combined sewer overflows (CSOs), specifically at CSO 066. The County and contractor JJ Lane are performing this phased construction project impacting areas along Evans Street and Leavenworth Avenue. Work has been dependent on City of Syracuse permitting and advance utility work. Site work and mobilization began January 27, 2026.
The work involves deep excavation, reaching depths of nearly 30 feet, requiring a specialized support excavation system. Construction is progressing well, with recent activities including installation of new manhole structures. Construction is anticipated to be substantially complete by September 2026.
What to Expect
Traffic Impacts
No long-term closures are expected. Short-term or partial closures may occur, specifically Evans St. between Maltbie St. and Leavenworth Ave. area. Maltbie and Evans Streets may be single lane at times to coincide with bypass pumping, for example. While complete road closures will be minimized, some project work such as excavation may require temporary road closures. On Thursday, January 29, Evans St. was closed temporarily during the daytime from the corner of Maltbie St. to the east boundary of the job site for excavation. Additional complete road closures will be minimized, but may be necessary during further excavation.
Restoration
All disturbed areas, including pavement, will be restored. Contractors will use equipment designed to minimize surface damage.
