Our program is designed to enhance opportunities for minority and women-owned businesses, offer access to government contracts, and support the growth of your business. Onondaga County Fast Track MWBE Certification Program
Are you a New York State Certified M/WBE?
If you respond affirmatively, you may proceed with the Onondaga County Fast Track Minority and Women-Owned Business Enterprises (M/WBE) Certification process. This process is designed to be efficient and straightforward.
To initiate, please provide a copy of your New York State M/WBE Certification, and we will promptly verify its validity. Upon successful verification, we will certify you as an Onondaga County M/WBE for the remaining duration of your New York State M/WBE certification, provided that a minimum of two years is still valid.
Once you renew your New York State M/WBE Certification status, simply provide us with a copy, and we will then issue you an Onondaga County M/WBE certification for the full five (5) years.
Definition of a Minority-Owned Business Enterprise (MBE)
Under Article 15-A of the Executive Law, an MBE is a business enterprise in which at least fifty-one percent (51%) is owned, operated and controlled by citizens or permanent resident aliens who are meeting the ethnic definitions listed below:
- Black: Persons having origins from any of the Black African racial groups.
- Hispanic: Persons of Mexican, Puerto Rican, Dominican, Cuban, Central or South American descent of either Native American or Latin American origin, regardless of race.
- Asian-Pacific: Persons having origins from the Far East, Southeast Asia or the Pacific Islands.
- Asian-Indian Subcontinent: Persons having origins from the Indian subcontinent.
- Native American or Alaskan Native: Persons having origins in any of the original peoples of North America.
Definition of a Woman-Owned Business Enterprise (WBE)
Under Article 15-A of the Executive Law, a WBE is a business enterprise in which at least fifty-one percent (51%) is owned, operated and controlled by citizens or permanent resident aliens who are women.

The review panel will thoroughly review applications to ensure that they qualify for MWBE certification, that all necessary documents and attachments are included, and that the accuracy of submitted documents is verified.
All applicants must have “Authority to do Business in NYS” from the New York Department of State prior to submitting an application for MWBE certification.
