County Executive McMahon Announces CFO Steve Morgan to Retire; Kristi Smiley Nominated as Successor


SYRACUSE, N.Y. – County Executive McMahon today announced that Chief Fiscal Officer (CFO) Steve Morgan will retire at the end of May after serving as CFO for 13 years. Morgan has been with Onondaga County for over 30 years starting in 1994 as an auditor in the Comptroller’s Office before moving to the Department of Social Services where he rose to become deputy commissioner and then ultimately CFO.

Onondaga County Executive Ryan McMahon said, “I am incredibly grateful for Steve’s leadership as CFO and for the tremendous team he has built in Management and Budget. He has helped guide the county’s finances through good times and bad, including the pandemic, with the utmost professionalism and respect for the taxpayers of Onondaga County.” McMahon continued, “I wish him all the best in his much-deserved retirement.”

Under Morgan’s leadership, the county’s financial operations were centralized and streamlined which produced significant efficiencies. The County also maintained and improved its strong bond ratings during Morgan’s tenure.

County Executive McMahon has nominated Kristi Smiley to serve as the next CFO of Onondaga County. Smiley currently serves as Deputy Director of Financial Operations since 2020 and has been with Onondaga County since 2007. The County Legislature is set to consider her nomination at their May meeting.
